Senator Adams moved and asked unanimous consent that SENATE BILL NO. 51 be returned to second reading for a specific amendment, that being Amendment No. 1. Senator Taylor objected. The question being: "Shall SENATE BILL NO. 51 be returned to second reading for the purpose of a specific amendment?"
